What Does a Proven "System" look like?

Everywhere you look on the internet, you hear about a "proven system". What exactly does it mean to have a "proven system"?

Let's say you wanted to make my Mom's special squash dinner buns. You would ask for the same recipe that she uses so that you too can make the exact same tasty buns that she makes right?

And if your neighbor tasted the buns that you made following my Mom's recipe, and they liked it and wanted to make some for themselves. Wouldn't you think that if they followed the same recipe that their buns would taste exactly the same?
